    Description

      The PR https://github.com/apache/spark/pull/28534 added new functions TIMESTAMP_SECONDS, TIMESTAMP_MILLIS and TIMESTAMP_MICROS but the functions are available to users only via SQL. To make other APIs (Scala/Java, PySpark and R) as powerful as SQL, need to implement the functions in the APIs too.
