[SPARK-34504] Avoid unnecessary view resolving and remove the `performCheck` flag

Description

in SPARK-34490, I added a `performCheck` flag to skip analysis check when resolving views. This is due to some view resolution is unnecessary. So we can avoid these unnecessary view resolution and remove the `performCheck` flag.
