Description

This JIRA targets to add an R functions corresponding to SPARK-23899. We have been usually adding a function with Scala alone or with both Scala and Python APIs.
It's could be messy if there are duplicates for R sides in SPARK-23899. Followup for each JIRA might be possible but then again messy to manage.
