Description

This is a follow-up on SPARK-20655 to address feedback from https://github.com/apache/spark/pull/18395:

Either way, we should find something like spark.util.kvstore package rather than a top level package.

I'll also add annotations to more explicitly tag these classes as not for external consumption.
