[SPARK-2078] Use ISO8601 date formats in logging

Description

Currently, logging has 2 digit years and doesn't include milliseconds in logging timestamps.

Use ISO8601 date formats instead of the current custom formats.

There is some precedent here for ISO8601 format – it's what Hadoop uses
