[SPARK-14818] Move sketch and mllibLocal out from mima exclusion

Description

In SparkBuild.scala, we exclude sketch and mllibLocal from mima check (see the definition of mimaProjects). After we release 2.0, we should move them out from this list. So, we can check binary compatibility for them
