[SPARK-13426] Remove the support of SIMR cluster manager

Description

Currently there's not so many users who will use SIMR to run Spark, especially in a in-production environment, also SparkSubmit does not support SIMR, So I think it would be better to remove the support of this cluster manager, at least deprecate it.
