Description

Follow on to SPARK-11184. This removes Experimental annotations on methods that have existed since at least 1.2.0. That's almost entirely stuff in core and streaming.

SQL experimental items are largely 1.3.0 onwards; arguably could be non-Experimental and happy to do that.

We've already reviewed MLlib, and ML is still properly Experimental in the main now. Details in the PR.
