[SOLR-6870] remove/fix currently broken solr/site/html/tutorial.html ?

solr/site/html/tutorial.html still exists in the source repository, and is still being included & linked in the published javadocs, and being mentioned in various README.txt files – even though SOLR-6058 obsoleted this file with https://lucene.apache.org/solr/quickstart.html

We either need to clean this file up, or update it to reflect reality (ie: bin/solr -e foo ... if we do remove it, we need to audit the various README.txt files and ensure they refer people to the correct place to find the "tutorial"
