[SOLR-5556] Allow class of CollectionsHandler and InfoHandler to be specified in solr.xml

Description

Currently, you can specify the CoreAdminHandler class name in solr.xml, but not the CollectionsHandler nor the InfoHandler.

I want to run some (access control) checks around the administrative commands. I can do this with the CoreAdminHandler, but not the other two.
