[SOLR-4301] Consolidate lazily-loaded cores and loadOnStartup cores lists into a separate class

Description

The current implementation starting with SOLR-1028 is pretty trappy, in CoreContainer you have to know to check both the static (LoadOnStartup=true) and transient cores at various places in the code. Refactoring this into a class would allow consumers to not have to know about this implementation detail.
