[SOLR-3252] QueryElevationComponent has only partial support for SolrCloud and does not try to read the elevation file from zookeeper.

Description

It already has a quick work around for checking if the elevate file exists, and it uses the resource loader, but because it gets the inputstream from the filesystem and passes it explicitly, the ZooKeeper SolrResourceLoader doesn't get to do it's job.

To be very helpful this issue also relies on SOLR-2949: QueryElevationComponent does not fully support distributed search
