[SOLR-17466] Inform 9x users about the change coming in 10x before it arrives

Description

In Solr 10, bin/solr start will start Solr in SolrCloud mode.  And bin/solr start --standalone will start Solr in Standalone mode.  

 

The change in the default mode is a big change, so we want to educate our users.

 

There is a vision however that if you started solr in 9x via bin/solr start, and then in 10x you did the same bin/solr start, that maybe you never notice that you have migrated to using Zookeeper and SolrCloud mode??
