[SOLR-17459] ConfigTool does not support -scheme

Description

bin/solr adds the URL scheme to the list of arguments via the -scheme flag, but ConfigTool does not support it and throws an "unrecognized option" error.

We should add support back again and deprecate the option if it is marked for removal.
