Remove deprecated Blobapi and runtime lib

    Description

      In SOLR-14072 we decided to deprecate the blob repository and remove in 9.  This is to investigate this removal.   One thing to keep in mind is the Schema Designer assumes a .system collection.  Does this intersect?
