PerReplicaState: Replica "state" and "leader" are still in state.json

    Description

      When PerReplicaState is enabled the replica "state" and "leader" attributes should be manage per replica and no longer be needed in state.json. These attributes should be removed from state.json in this case to avoid confusion about the source of truth for replica state.
