Description

Starting with Solr 10, a location parameter should be required for the LocalFileSystemRepository. This will limit the backup repository so that it can only save/read backups from inside of that directory (or any subdirectory).

This is back-compat breaking, so it's likely not a change that we would want to make for 9x. But in
