[SOLR-16908] DELETEBACKUP api does not delete the backup directory when all backups in the directory are deleted

Description

I noticed when working on a backup/restore program that the DELETEBACKUP action in the Collections API does not delete the backup directory when the last backup in the directory is deleted.

This was using the local filesystem implementation.  Not sure if other implementations like S3 have the same issue.
