Per mailing list https://lists.apache.org/thread/4jx6ro5h2trbb7p3bk8mnz8spzocm8r8 discussion, make bin/solr create aware of the mode, and eliminate create_core and create_collection.

Will modify create_core and create_collection to be deprecated.
