Description

Many RequestHandlers are defined in solrconfig.xml with particular configuration properties, defaults etc.

Historically, these have been processed in RequestHandlerBase.init and are visible within the sub-class RH. We need a way to reuse or access this logic from within JAX-RS API classes.
