PackageManagerCLI fails off the distro tarball

    Description

      Tried with https://github.com/chatman/question-answering:

      bin/solr -c -Denable.packages=true
bin/solr package add-repo chatman-qa "https://raw.githubusercontent.com/chatman/question-answering/master/repo/"

      And it failed. Seems like the CLI couldn't connect to ZK.

      Adding as a blocker for 9.0. FYI janhoy.
