Refactor shards handling out of QueryComponent and into ShardsComponent

    Description

      Per the TODOs in QueryComponent, create a ShardsComponent that handles setting up the shards. Additionally, make it so that it can handle smaller parameters, too. For instance, it is likely the case that in most setups only the IP address is changed, so we could have intelligent defaults which will make for shorter query strings.
