Three consecutive failures with this seed locally, 7% failure on http://fucit.org/solr-jenkins-reports/failure-report.html

Seems to have been failing for a while, see comment in:  https://issues.apache.org/jira/browse/SOLR-15146  Graphs in fucit.org suggest late Feburary it started failing a lot more.
