Description

1. Survey the Lucene committers to find the initial subset who also will be Solr committers, i.e. opt-in (smiley)
   This is done by completing hte list from the opt-in WIKI, with explicit email survey of the remaining committers.
   Note: Any current Lucene committer who later wants to join the Solr project can do so without a VOTE
2. Nominate Solr PMC chair
   Proposal: Anshum will chair both projects, until his Lucene term is over
3. File the "Establish project resolution" for the next board agenda

Once the 1) and 2) are done, the PMC chair can do 3) using Whimsy tool (PMC chair only) and clicking the "Add Item" button and then "Establish Project" button. It's just a form with checkboxes for PMC members. The first PMC member selected becomes the chair.
