[SOLR-13256] Ref Guide: Upgrade Notes for 7.7

Description

With 7.7 released and out the door, we should get the ball moving on a 7.7 ref-guide. One of the prerequisites for that process is putting together some upgrade notes that can go in solr/solr-ref-guide/src/solr-upgrade-notes.adoc for users upgrading to 7.7.

I'm going to take a look at CHANGES and take a first pass at the "upgrading" section for 7.7. If anyone has anything they know should be in the list, please let me know and I'll try to include it.
