[SOLR-13232] {!v=$ref} should fail if ref has multiple values

Description

Now if one refers to parameter with multiple values QParser picks the former value causing potential confusion. I propose to throw an exception in this case {{\ q=

{!v=$pair}

&pair=foo&pair=bar}}.
