Description

Autoscaling tests that use the simulation framework were originally created from regular autoscaling tests and mostly retained their names. This is too confusing - eg. we have two TestPolicyCloud tests, one in autoscaling and the other in autoscaling.sim package.

The simulated tests should use different names to avoid confusion, eg. a Sim* prefix.
