Deprecate SortingMergePolicy

    Description

      The SortingMergePolicy should be deprecated since first class support is now available (LUCENE-6766). The indexSort configuration can be accepted via the solrconfig's indexConfig section directly, and SMP can throw a deprecation warning through the 7x versions of Solr.
