[SOLR-11996] Suggestions API/UI should warn if there exist preferences that cannot ever be used

Description

If you put freedisk as a preference without any precision then any preference after freedisk can never be used because there is a very low chance of freedisk on two different nodes being equal. Same applies for all other preferences except for cores.
