Description

I'm calling this minor as I don't believe we officially support Java 11 (but correct me if I'm wrong), and I've only tried on master

Several issues/notes:

1. enforcer plugin breaks if you try to do mvn install
2. javadoc plugin breaks if you try to do mvn javadoc:jar (on Windows)
3. warnings from groovy-maven-plugin (TODO)
4. a lot of the maven plugins are quite old
5. forbiddenapis has some issues with Solr (I assume due to module split-up, javax is no longer part of core) (TODO)

There is a patch for 3 now
