[SMXCOMP-785] expose soLingerTime on the jetty connector so that we can configure it

Description

The default value for soLingerTime when creating a jetty Connector is something like 345 seconds, we should expose this value in the configuration (conf/component.properties) so it can be tuned down if necessary.
