[SMX4-1317] activemq-broker.xml should be given start-level 50

Description

In 4.5.0-SNAPSHOT, it is given the default start level (80), which is not good if you have Camel routes or other components that require a running broker.

Additionally, prior to 4.5.0-SNAPSHOT and the Felix FileInstall technique to detect and boot the broker, the start level was 50. So unless there's a good reason for the change, it should remain the same IMHO.
