[SLING-7555] Remove ghost packages from distribution agent queue

Description

Currently, (see [1]) an agent exporter only logs an error when a "ghost package" is encountered (a queue entry without a binary). We should log this as an error and remove the item from the queue in order to avoid stuck queues.
