Setting priority=major as Sling seems to freeze when this happens, or at least becomes very slow.

See discussion in http://markmail.org/message/hfmua5xjv4svrpfi , the issue is avoiding conflicts between jcrinstall and other OSGi framework activities, when jcrinstall needs to uninstall bundles when it starts.
