Description

As noted in SLING-4603 as part of introducing discovery.oak, discovery.impl should be split: any part of discovery.impl that is not strictly related to repository-heartbeats should be moved into a discovery.base such that both discovery.impl and discovery.oak can make use of it. This includes topology connectors, but also includes some further parts such as the new integration into ViewStateManager etc. discovery.base is therefore a very special, dedicated base bundle for both impl and oak.
