[SLING-4846] Rat plugin config should exclude DEPENDENCIES

Description

Release archives that use our parent pom 23 fail to build as they include a DEPENDENCIES file that is not ignored by apache-rat-plugin and does not include the Apache license header. Rat should ignore that file.
