Description

One of the major reasons for not using the committer CLI is that we can't automatically discover the Jira release name from the module name. It is a good practice to align those, but when discovered after the fact it is very annoying and blocks usage.

We should instead allow specifying the jira version name as a CLI argument for the commands where it makes sense.
