[SLIDER-601] add cli option to create/delete YARN registry paths

Description

As a workaround for YARN-2571 not getting checked in yet, we need a way for admins to create the user paths.

I propose a new cli action, yarnregistry; we can move the existing resolve operation to this. This command will add options to

1. -userpath <user> create a user; must be admin to do this on a secure cluster (hdfs, mapred, ...)
2. recursively delete a path. May need admin rights depending on path
3. purge records by yarn:id
