Depends on SLIDER-57.

Typically, when an application defines the order of start, it also means that some configuration (late binding info such as host and port) may need to be passed on to the components starting later.

Agent provider should facilitate configuration transfer by reading in configuration for component instances that are started and passing it to other component instances that are being started.
