Description

On a cluster with hadoop.authorization.enabled = true in the site.xml, slider IPC will check callers against the ACL list for its IPC. But if that property is empty, IPC will never be authed.

fix: fail fast if the authorization is enabled, but security.slider.protocol.acl is undefined/empty
