[SLIDER-52] PublishedConfiguration XML conf values are not resolved until client-side

Description

If a PublishedConfiguration instance is built from a Hadoop XML file containing cross references, these cross references are not resolved when the configuration is built.

They are if an XML config is rebuilt from the file -which is how we hadn't noticed this problem exists. But the other formats: log4j, .properties, JSON, do not get the parsed values. Furthermore, as they are resolved client side, other resource sources (e.g. system props) don't pick them up
