[SLIDER-490] When containers ask cannot be satisfied, flex down seems to bring down active containers

Description

Noticed that if a component is flexed up and there are no resources to satisfy the requests they remain unsatisfied by YARN. This is expected. However, if the component is flexed down then the live containers are brought down instead of just counting them against the unsatisfied requests.
