[SLIDER-262] Slider agent should provide process supervision such as auto-restart

Description

Slider agent can start and monitor component instances. Some component instances require fail-fast with restart. This can be achieved through status_check and start capabilities with a tolerance for failures (within a sliding window).

Providing this capability in the agent allows the component instance to be restarted in the same container for few times before falling back to the YARN capability of re-allocating the container.
