[SIS-59] Move large test file outside code area

Description

The sis-data directory contains a California_Restaurants.csv file, which is 19 Mb big. The intend was to provide data for test suite (SIS-4). However it may be desirable to adopt as a policy to put only relatively small test files in the code area, and keep large test files as a separated optional download. The proposal is to move the large file to the following directory:

https://svn.apache.org/repos/asf/incubator/sis/data

Even if sis-data was not yet used in the build process, it was included in the sis-0.3-incubating-SNAPSHOT-source-release.zip file produced by the assembly, resulting in a 5 Mb compressed file.

How to provide those test files to the users, and where to install them, still an open question to be discussed in a future JIRA task.
