[SIS-404] Allow profiles to extend legacy metadata schema

Description

The metadata XML upgrade from legacy ISO 19139:2007 to newer ISO 19115-3:2016 is incompatible with profiles that extends the legacy schema. For example the profiles/sis-french-profile module is broken with this work. For restoring that module, we need to allow profiles to extend the NameImports.lst file content.

Alternatively, we can also discontinue the profiles/sis-french-profile module since it is not used much. However that module is currently our only example of extending metadata, so it still have value as a template.
