Update EPSG geodetic dataset to version 9.4

    Description

      EPSG geodetic dataset version 9.2 has been published on http://www.epsg.org/ on 2017-10-16, version 9.3 on 2018-04-21 and version 9.4 on 2018-05-29. We need to upgrade org.apache.sis:non-free modules with latest SQL scripts.

      Note: in EPSG 9.4, the encoding has been changed from ISO 8859-1 to UTF-8.
