Support coordinate transformations between ParametricCRS and VerticalCRS

    Description

      ParametricCRS are used for elevations measured by a pressure, while VerticalCRS are used for elevations measured in metres (or other linear units). There is currently no mechanism for performing coordinate transformations between those two kind of measurements. We need to implement a mechanism which allow users to plug-in their transformations. This will require user-provided data, for example pressure at ground level, that may change at every instant. We may consider leveraging the "dynamic datum" mechanism under discussion (as of November 2016) for ISO 19111 revision.
