[SIS-310] WKT parser fails to parse UNIT["grade", 0.015707963267948967]

Description

If a WKT contains grade unit like UNIT["grade", 0.015707963267948967] and the parser can not infer from the context that the units are angular (for example when the unit appears in a PARAMETER element), parsing fails.

This bug does not happen if the ANGLEUNIT keyword is used instead of the neutral UNIT or if the context implies that the units are angular (for example inside a PRIMEMERIDIAN element).
