Description

This projection is described in §1.3.2.3 of IOGP Publication 373-7-2 – Geomatics Guidance Note number 7, part 2 – April 2015. While the above section gives the full formulas, actually we should instead implement SIS-216 first, then implement this projection by adjusting the coefficients of (de)normalization matrices like what we already do for other "foo orientated" projections.
