    Description

      The Citations class provides many static Citation constants, including ISO, OGC, OGP, ESRI and ORACLE. This is not the purpose of citations, which should rather reference documents (physical or online). For example ISO_19115 would be a valid citation while ISO is not (however, ISO would be declared the responsibly party of ISO 19115).

      This mix of organizations and citations in the same class is contributing to the confusion reported in SIS-199.
